Frank Gibson, executive director of the Tennessee Coalition for Open Government, said that even if members did not handle council business, the meeting raises the question of whether it violated the spirit of the sunshine law.
In order for the meeting to have violated the letter of the sunshine law, Gibson said, the group would have to have deliberated on matters related to council business. But based on what officials said about the meeting, there was no obvious reason to keep media from attending, he said.
